Moss's reputation as a dedicated and principled leader transcended state lines. In 1981, President Jimmy Carter appointed him as a Special Assistant to the President for Congressional Relations. In this role, he played a pivotal part in the development and passage of several landmark legislative initiatives.

His journey culminated in 1984 when he became the first African American to serve as Director of the White House Office of Public Liaison.
